Funded projects: certified payrolls and Buy America

On a job paid for by the State Revolving Fund, CDBG or USDA Rural Development, the engineer keeps the labor and Buy America record the funder asks for at closeout. Aggrado keeps it beside the job: each contractor's certified payrolls as you review them, the weeks still missing, the labor interviews, and every iron, steel and manufactured product's certification.

By Ryan Lindsey, founder of AggradoHow we write

Aggrado keeps no wages or Social Security numbers
The contractor's certified payroll is attached as their file. Workers are named by employee number only. A note, finding or interview that looks like a Social Security number or a wage is refused.

The funding program's terms

In the project, go to Construction › Funded-project compliance and set the Funding program, the Wage decision and its date, whether American Iron and Steel, Build America, Buy America, both or neither apply, and Payroll due (days): how many days after a week ends its payroll is due (7 unless you change it).

Certified payrolls

  1. Log each payroll as it comes in.

Select Log a payroll: the contractor, the week ending, the payroll number, and whether it's No work this week or the Final payroll. Check Signed Statement of Compliance with it if it came, select Log it, and attach the contractor's payroll.

  2. Note what's wrong, by employee number.

Add a finding for each: the employee number, the classification and what's wrong (classification, below the rate, fringes, overtime, apprentice or missing information). Check Put right (restitution or a corrected payroll) when the corrected payroll comes.

  3. Record the review.

Reviewed, no issues marks it compliant. A payroll with an open finding is recorded with Record the discrepancy until it's corrected. Recording a review takes the Review payrolls and accept Buy America certifications approval.

The log shows each contractor's missing weeks: every week past the grace period with no payroll or no-work statement, from their first payroll through their final one. Missing weeks also show on Construction needs attention on Home.

Labor interviews

Record an interview keeps the employer, the employee number, where, the work you saw and the classification it calls for, then whether that week's payroll matches (Matches the payroll or Doesn't match). The worker's rate isn't recorded. Attach the signed form if you used one. Each interview prints as a record.

Buy America

The register lists each material: its category (iron or steel, manufactured product, construction material), manufacturer and supplier, and the pay items it's paid under. Fill from the pay items adds the contract's items that look covered, and Add a material adds one by hand. Each material moves from needed to Certification received, then Accept it, Waived (say which waiver) or Not covered, with the certification attached.

On a pay estimate, an item claimed while a material paid under it isn't yet cleared shows Hold for Buy America, with a link to the register.

At closeout

The closeout checklist's payroll and AIS items fill themselves: how many payrolls are logged, any to review or put right, missing weeks, contractors without a final payroll, and how many materials are cleared. The closeout package binds the Buy America certifications. The payroll log, the interviews and the register each print as a landscape table.
